Cynthia Horn, Nurse Practitioner and Chief Nursing Officer for Weld County, has been honored by the Weld County Board of Commissioners after being named the 2023 recipient of the Lillian Wald Award. This prestigious accolade is presented by the Colorado Public Health Association and the Wyoming Public Health Association at the annual Public Health in the Rockies Conference. The Lillian Wald Award honors exceptional public health nurses who demonstrate leadership, creativity, and dedication to health promotion and disease prevention in their communities.

Horn has dedicated over two decades of her career to the Weld County Department of Public Health and Environment (WCDPHE). Her expertise spans a wide range of areas, including Family Planning, Sexually Transmitted Infections (STI), Immunization, Tuberculosis, Cancer Prevention and Early Detection, Women's Wellness Connection, and WISEWOMAN programs. Beyond her clinical proficiency, Horn also possesses a deep understanding of the administrative aspects of these grant programs.

Throughout her career, Horn has generously shared her knowledge and expertise, serving as a mentor to numerous nurses. Most recently, she played a pivotal role in expanding clinical services outreach, resulting in WCDPHE achieving 100 community-based clinics offering STI screening/testing and immunizations in the past year. Her unwavering commitment to her patients and colleagues, combined with her extensive knowledge of clinical programs, has earned her this well-deserved recognition.

Shaun May, Director of Weld County's Clinical and Community Health Division, praised Horn's contributions, stating, "It is very rewarding and an honor to have Cynthia and the work she does here at the health department recognized. Her vast experience, keen intellect, and empathetic care is what makes her a truly remarkable medical provider. We are privileged to have someone like Cynthia serving with us in public health in Weld County, and we are proud to serve alongside her."

The Lillian Wald Award, named after the visionary founder of American community nursing, Lillian D. Wald, recognizes individuals who, like Wald, exhibit unselfish devotion to humanity and make lasting contributions to the field of public health. Horn embodies these qualities, standing as a beacon of excellence in public health nursing.
