Board approves resolution opposing Proposition HH

During Monday’s meeting of the Weld County Board of Commissioners, the board unanimously passed a resolution formally opposing Proposition HH.

Proposition HH, which will appear on the November 7, 2023, ballot, would make changes to property tax rates and allow the state to retain and spend revenue that otherwise would be required to be returned to residents under the Colorado Taxpayer’s Bill of Rights (TABOR).

Commissioner Kevin Ross proposed amendments to the resolution that was originally presented at the board meeting to include citing concerns with the proposition’s interference with TABOR and the ambiguity of the proposition’s future use after the initial year of backfilling the loss of revenue to local governments caused by another piece of legislation, Senate Bill 23-303. The board unanimously approved the amendments.

Commissioner Lori Saine requested an additional amendment, “WHEREAS, the Board supports the efforts of the Petitioners in the case of Steven Ward, et al., v. State of Colorado and Jen Griswold, Denver District Court Case No. 2023-CV-31432,” which was approved on a 3-2 vote with Commissioners Scott James and Perry Buck in agreement.
