CDBG Eligibility

Currently, only designated local governmental agencies, known as the Urban County, and participating jurisdictions are eligible to apply for Weld County CDBG funding. Participating jurisdictions include the municipalities of Ault, Dacono, Eaton, Erie, Evans, Firestone, Ft. Lupton, Frederick, Garden City, Gilcrest, Grover, Hudson, Johnstown, Keenesburg, Kersey, LaSalle, Lochbuie, Mead, Milliken, New Raymer, Nunn, Pierce, Platteville, Severance, Windsor, and Weld County.

Current and past projects

2024 Projects

Ault Water Line Upgrade - A water line that services the businesses and residents in the east portion of the town will be upgraded. The project was awarded $240,000.


Friends of Firestone Day of Service Expansion - The annual Friends of Firestone Day of Service will be expanding from one day to two. In 2023, the town partnered with Brothers Redevelopment Inc. and 130 local volunteers to provide minor exterior home improvements for six low- and moderate-income households. In 2024, the town aims to assist 12 to 15 households. The project was awarded $50,000.


Platteville Public Parks ADA Ramps & Sidewalks - Lincoln, Riverview, Coronado, and Rogers Farm public parks will soon have accessible sidewalks and ramps. In addition, one new piece of accessible playground equipment will be added. The project totals $96,000.


ADA Ramps - The removal of architectural barriers in accordance with the federal standard for accessibility for individuals with disabilities and older adults by constructing accessible ramps in Evans and Eaton.

  • Evans – 36 ramps will be replaced so individuals can access sidewalks. The project was awarded $181,000.
  • Eaton – 57 ramps will be replaced to allow individuals in a 60-unit senior housing complex to access community amenities. The project was awarded $180,000.

Erie Manufactured Home Park Upgrades - Ten single-family homes will be provided up to $15,000 per home in three manufactured home parks and on individual lots in Old Town Erie to make repairs that directly address health and safety concerns, including weather-sensitive construction. Funds will be used for repair costs and administration of fees to Brothers Redevelopment Inc., a nonprofit that Erie will contract with to provide the needed maintenance. The project was awarded $167,000.

2023 Projects

Brigit’s Village - A 40-unit new construction apartment complex in Frederick will be the town’s first affordable housing rental community. The development will be income-restricted to households earning between 30% and 70% of the area median income. The $18.7 million development includes 1-, 2- and 3-bedroom units, amenities for residents (exercise room, meeting room, kitchenette, outdoor play areas and gardens) and a community room which can be used by the public at no cost. CDBG funds will be used for a portion of the facility fees for the project to include water dedication fees, water tap installation fees, non-potable irrigation fees, and sewer tap fees.


60+ Ride Services - Funding aids in staffing one full-time employee to operate a newly acquired wheelchair-accessible van. 60+ Ride provides free transportation services to medical appointments, grocery stores, financial and government institutions, social events, and more, for Weld County residents over the age of 60. This kind of van is a current need for elderly and disabled residents and will help older adults remain independent and active within the community. The project totals $112,000.


Pierce Senior Center Improvements - The senior center will receive $120,000 toward well-needed improvements thanks to the CDBG program. The senior center is the only gathering place for seniors in Pierce and is regularly used by seniors from Nunn and Ault. Funding will be used to upgrade the center’s restrooms to be handicapped-accessible as well as to replace flooring throughout the building, replace the kitchen sink and light fixtures, add floor heaters in the dining room, replace four windows and the front door.


ADA Ramps - The removal of architectural barriers in accordance with the federal standard for accessibility for individuals with disabilities and older adults by constructing accessible ramps in Milliken, Eaton, and Firestone.

  • Milliken – 13 ramps will be replaced so individuals can access sidewalks. The project was awarded $154,000.
  • Eaton – 37 ramps will be replaced in a low- to moderate-income area with a 60-unit senior housing complex so individuals can access community amenities. The project was awarded $155,000.
  • Firestone – Up to 24 ramps in the historic area of the town will be replaced. Cost of the project is $150,000.

2022 Projects

60+ Ride ADA Van - 60+ Ride provides free transportation services to medical appointments, grocery stores, financial and government institutions, social events, and more, for Weld County residents over the age of 60. This project will allow for the hiring of a dedicated driver to staff a newly acquired ADA van, which is a current need for elderly and disabled residents and help older adults remain independent and active within the community. The project was approved by the board of commissioners in Dec. 2022 with a total funding amount of $68,775.

The subrecipient agreement was approved by the board of commissioners and 60+ Ride in November.


Hudson Walking Paths - Currently, there is no safe way to get to the local grocery store, post office, Town Hall, library and other services from Hudson's Prairie View apartment complex via foot unless residents walk on the side of Highway 52 and cross the busy street via a non-ADA compliant crossing area. CDBG funds will be used to construct a sidewalk along the north side of CO-52 as well as an ADA compliant crosswalk at Beech St. so Hudson’s older adults will be able to safely access all services Hudson has to offer. The project totals $65,000.


Keenesburg Sidewalks - Within the older residential neighborhoods of Keenesburg, older adults and persons with disabilities cannot currently access a clinic, post office, park, and a variety of other services without the use of a vehicle due to sidewalks being non-existent or too narrow. There are two assisted living facilities within the proposed project area plus Timberwood Apartments, a low-income housing complex. CDBG funding of $212,500 will aid in the construction and reconstruction of ADA compliant sidewalks and ramps in these neighborhoods.


Single-Family Housing Rehab program - Firestone will partner with Brothers Redevelopment Inc. to implement a Single-Family Housing Rehabilitation program. The program will help correct health and safety issues in 18 to 56 low-income owner-occupied homes. The goal of this project is to aid Firestone residents who have limited resources repair or maintain their homes. $225,000 will go toward this venture.


Dacono Glen Dale Street Waterline Replacement -This project takes place in The Glens of Dacono - a 1970s-era manufactured housing subdivision with a strong sense of community. The current watermain pipes are constructed of cast iron and are nearing a useful lifespan of 50 years. In addition to waterline replacement, the street will be re-paved and the sidewalks replaced (and improved) and ADA ramps will be constructed. 

2021 Projects

2021 marked the first year CDBG funds were used to complete three projects. Find information and updates about these projects below.

Via Transit Service - Firestone’s Via Transit Service was expanded from three days to five per week. The service provides transit to doctor’s appointments, health clinics and trainings located in surrounding communities for Firestone residents who are disabled, 60+ in age or low- to moderate-income individuals. Roughly 332 households are served each week, and this project will help even more residents each week. The project totaled $90,000.

On Wednesday, July 21, 2021, the Board of County Commissioners approved a Subrecipient Agreement with the Town of Firestone for this project. It identifies the scope of the project, reimbursement process and requirements the town must follow.

Paula Mehle, Town of Firestone Director of Economic Development and Project Manager for the Via Transit Service project, shared her gratitude with the board for its approval of the agreement. “This service has already helped Firestone residents tremendously so they can travel back and forth to appointments and work. One of our disabled residents utilizes this service regularly to get to his job, and this expansion will further help him be more independent.”


Evans Water Efficiency program – This program partnered with Larimer County’s Conservation Corps (LCCC) to assess low- to moderate-income owner-occupied homes in replacing toilets and water fixtures. As many as 50 houses benefited from these upgraded amenities. Fifty thousand dollars was used to pay for the new fixtures and installation in each home. Overall, the project helps reduce the cities water consumption.

On Monday, December 13, 2021, the board approved a Subrecipient Agreement with the City of Evans for this project, and by May 2022, new fixtures had been installed in all homes within the project scope.


Evans Idaho Street Improvements - Work was done on this project from March to August 2022. Two blocks were paved, a water line was replaced and storm drainage along with sidewalks were added to the street. The project, costing $1.8 million, was partially funded by a $693,000 grant from Weld County’s CDBG program and has helped improve the neighborhood for 50 households.

On Wednesday, December 22, 2021, a Subrecipient Agreement with the City of Evans was approved by the board. In Sept. 2022, the project was completed.
