CDBG Advisory Committee

This seven (7) member committee will review matters of importance regarding the Weld County Community Development Block Grant Program. In turn, this committee will make recommendations to the Board of County Commissioners concerning community development issues and allocations of funds for proposed CDBG projects.  This committee will also serve as a review body to counsel, advise and deliberate with the CDBG staff regarding the CDBG program.

Bylaws - Weld County Community Development Block Grant Advisory Committee

ARTICLE I - Name of organization

The organization shall be called Weld County Community Development Block Grant
Advisory Committee (hereinafter referred to as "CDBGAC").

ARTICLE II - Functions and Duties

  1. The CDBGAC reviews matters of importance regarding the Weld County Community Development Block Grant (hereinafter referred to as "CDBG") program and to make recommendations to the Weld County Board of County Commissioners (hereinafter referred to as "BOCC") concerning community development issues and use of CDBG funds.
  2. CDBGAC reviews grant applications and makes recommendations to the BOCC on the allocation of funds among the proposed CDBG projects. Although the U.S. Department of Housing and Urban Development requires the BOCC to maintain legal liability and responsibility for the overall administration and performance of the CDBG program, the County will consider the recommendations of the CDBGAC.
  3. Serves as a review body to counsel, advise, and deliberate with the CDBG staff regarding the CDBG program.

ARTICLE III - Membership

  1. The BOCC shall appoint seven (7) members. At least three (3) members shall represent participating municipalities. Other members may represent Housing providers, Non-profits serving low and moderate-income persons, the Business community, low and moderate-income
    person, Economic Development, or person with water or wastewater construction experience. All committee members shall be residents of Weld County.
  2. Terms: To establish staggered terms, the first members shall be appointed as follows: two (2) with an initial term of one (1) year; two (2) with an initial term of two (2) years; and three (3) with an initial term of three (3) years. Thereafter, each member could be appointed to fill a three (3) year term. Committee members may serve no more than two (2) consecutive three (3) year terms.

ARTICLE IV - Officers

  1. Elected Officers shall consist of a Chair and Vice-Chair, both of whom shall be elected by a quorum vote of the members at the first meeting held after the first of the year and shall hold office for one (1) year or until their successors are elected and qualified. 2020-2781
  2. The Chair, or in his/her absence the Vice-Chair, shall preside at all meetings. If the Chair and Vice-Chair are both absent, the members present shall elect a temporary chair to act during the absence of the Chair and Vice-Chair.
  3. County staff shall act as the Recording Secretary.

ARTICLE V - Meetings

  1. The CDBGAC will annually elect a Chair and a Vice-Chair.
  2. CDBGAC meetings shall be called as needed. Place, time and agenda shall be set by the Recording Secretary. Meeting agendas and materials shall be provided to all members at least five (5) days prior to the meeting.
  3. Meetings shall be held at the Weld County Administration Building Assembly Room, 1150 0 Street, Greeley, Colorado or such other publicly accessible building designated by the Recording Secretary.
  4. A simple majority of the appointed members must be present to constitute a quorum.
  5. All matters not governed by these by-laws shall be governed by the current edition of Robert's Rules of Order.
  6. All meetings will be open to the public and will comply with the Colorado Open Meetings Law.

ARTICLE VI - Amendment

  1. Any proposed amendments to these by-laws will be presented to the CDBGAC at least five (5) days prior to a regular meeting for consideration. CDBGAC shall make recommendations to the BOCC regarding by-law amendments by a vote of the members
  2. Any amendment to the by-laws shall be approved by the BOCC by resolution.
