Weld County CDBG Advisory Committee Minutes

Weld County Public Works (1111 H Street, Greeley, CO 80631)

1. Call to Order: AJ Krieger, former Committee Chair, called the meeting to order at 3:10 pm. Other Committee members present were Jodi Hartmann, Cheryl Powell and Janet Meisel-Burns. A quorum was present.
2. Committee Member Krieger asked for review of the June 7 , 2023, minutes and if there are any amendments. Seeing none, Committee Member Hartmann motioned for approval of the minutes as presented and was seconded by Committee Member Powell. The motion passed unanimously.
3. Ms. Martin presented the reports for the current projects. Staff went down the list project by project with a status update.
4. The terms of Committee Chair, Nicholas Wharton and Committee Members Cheryl Powell and Jodi Hartmann are set to expire November 1, 2023. These three members were advised to contact Karla Ford, Office Manager, Board of County Commissioners if they wish to be considered for reappointment to another three-year term or to give notification that they will not be continuing.
5. Staff reported that the 2024 grant application period began October 1, 2023 and will end December 31, 2023. An updated grant application and grant guidelines for the 2024 grant cycle have been published on the Weld County Community Development Block Grant webpages. These documents were updated to reference the 2023 Income Limits - Area Median Income for Weld County provided by HUD (the latest version) and to include minor tweaks for clarification purposes.
6. Staff reported that the final 2023 Annual Action Plan incorporating various revisions requested by HUD was electronically submitted to HUD on September 25, 2023. Once HUD has reviewed and approved the plan, HUD will be free to send the County a grant agreement allowing them to expend the 2023 funds earlier allocated to it per the actions outlined in the plan. No 2023 CDBG funds may be obligated until the grant agreement is executed.
7. Other Business – There was no other business discussed.

The CDBG Advisory Committee meeting adjourned at 4:00 p.m. The next meeting is scheduled for November 1, 2023, at 3:00 p.m. at the Public Works, main conference room, 1111 H St., Greeley, CO 80631.
