Weld County CDBG Advisory Committee Minutes

  1. Call to Order: Nicholas Wharton, Chair, called the meeting to order at 3:13 p.m. Other Committee members present were Dean Moyer, Jodi Hartmann, Deb Lewis-DeMille and Janet Meisel-Burns. A quorum was present.
  2. Chair Wharton asked for review of the March 3, 2023, minutes and if there are any amendments. Seeing none, Committee Member Moyer motioned for approval of the minutes as presented and was seconded by Committee Member Hartmann. The motion passed unanimously.
  3. Ms. Martin presented the reports for the current projects. Staff went down the list project by project with a status update. 4. Staff recapped the unencumbered funding for the 2023 Program Year. The two remaining applications for consideration were the City of Dacono Glen Heather Street Rehabilitation and Frederick’s Brigit’s Village. The Town of Frederick did notify staff they were awarded CHFA funding for their project, which is one of the reasons the project was waitlisted in the first place. After much discussion by the Committee, there was a motion by Committee Member MeiselBurns to recommend funding the Town of Frederick’s Brigit’s Village application in the amount of $275,000 and was seconded by Committee Member Moyer and to continue to waitlist the City of Dacono project. The motion passed unanimously. This recommendation will be forwarded for the Board’s consideration. 5. Staff presented revised policy language suggested from the previous month’s meeting. The amendments were incorporated into the Committee’s bylaws for transparency to future Committee members. The new unspent funds policy reads as follows: For unallocated, unspent or project savings funds returned to the program within the same funding year, the CDBGAC may recommend to the BOCC these funds be: 1) reprogrammed to an existing approved project; 2) awarded to a new project; 3) rolled over to the next calendar year funding; or 4) any combination thereof. In formulating its recommendation, there are multiple partial/unfunded projects for that program year, the CDBGAC will prioritize a project waitlist. Any unallocated funds will be assigned based on a prioritized waitlist. For the purpose of this policy, the definition of waitlist shall imply projects waiting to be funded based on criteria consistent with the Weld County CDBG Program priority needs, goals and objectives, either partially or wholly, during the same program year. There was a motion by Committee Member Hartmann to approve the amended bylaws as presented and was seconded by Committee member MeiselBurns. The motion passed unanimously. The bylaws are required to be approved by the Commissioners so they will be presented to them at a regularly scheduled meeting. 6. CDBG staff provided an update on the request for a Housing Needs Assessment. The Board of County Commissioners approved using Program Administration funds towards contracting the assessment for those portions of unincorporated Weld County. Next steps are for staff to put together a Request for Proposals (RFP) to begin the consultant selection process. The Advisory Committee asked some questions about schedule and it is anticipated for this project to take at least one year to complete. The intent would be to incorporate the data into our Consolidated Plan efforts that occur every five years. We are currently in year 3 of the 5-year plan so having the information for the next plan will be beneficial. 7. The Advisory Committee meeting discussed their summer meeting schedule. The Committee unanimously agreed for staff to cancel the July and August meetings and to coordinate a project tour for the September 6th meeting. 8. Other Business – Staff mentioned there is a public hearing scheduled on Monday, June 12th to allow for public input on the 2023 Annual Action Plan. This document and the CAPER are the current priorities for staff.
