Weld County Planning Department (1402 N. 17th Avenue, Greeley CO 80631)

  1. Call to Order: In the absences of the Committee Chair and Vice-Chair, Committee Member Meisel-Burns called the meeting to order at 3:10 pm.  Committee members present were A.J. Krieger, Jodi Hartmann, Janet Meisel-Burns and Cheryl Powell. A quorum was present.

     

  2. Committee Member Meisel-Burns asked for review of the April 3, 2024 minutes and if there were any amendments.  Seeing none,  Committee Member Krieger made a motion to approve the minutes as presented and was seconded by Committee Member Hartmann. The motion passed 4-0.

     

  3. Ms. Martin presented the reports for the current projects. Staff went over the project list and provided a status update.

     

  4. Staff presented their 2024 grant award recommendations for the remainder for the balance of the 2024 funding.  Per Advisory Committee recommendations, the BOCC earlier had awarded grant funding to four of six municipalities who applied for 2024 grant funding for their projects leaving a balance an estimated balance of $195,148 yet to be awarded.  The County had yet to receive their grant allocation letter from HUD at the time of this meeting.

    The two projects waitlisted, and the amount of funding sought were:

    • Eaton Non-Conforming ADA Ramp Replacement Project; Phase III $162,000
    • Erie Home Rehabilitation Program - $167,000

    Staff presented answers to questions that Committee members had posed at the April 3, 2024 meeting regarding specifics of the proposed Erie Rehabilitation Program. The Committee discussed establishing criteria for proposed rehabilitation projects including homes and public facilities and drafting a policy statement with input from the BOCC on these types of projects. Committee members asked staff to explore the availability of Board level trainings in the subject. It was decided to devote a future meeting of indeterminate date to establishing criteria/policy for award of CDBG funds to rehabilitation projects.  After discussion, the Committee decided to wait to award the remainder of the funding until their next regular meeting at which time the exact amount of funding would be known.

  5. The Committee decided not to meet in July, to meet next in August, not to meet in September and to take a field trip to visit on ongoing or recently completed CDBG-funded project during their regular meeting date and time in October.

     

  6. Other Business – The CDBG Department is currently going through the budget process for 2025.  On the horizon may be a possible a new CDBG Analyst position in the department.  Staff is drafting an RFP for a Housing Needs Assessment for unincorporated Weld County.

 The CDBG Advisory Committee meeting adjourned at 4:05 p.m.  

The next meeting is scheduled for August 7, 2024, at 3:00 p.m. at the Department of Planning Services, Conference room A, 1402 North 17th Avenue, Greeley, CO 80632.
