Weld County Public Works (1111 H Street, Greeley, CO 80631)

1. Call to Order: Cynthia Martin, staff called the meeting to order at 3:08 pm due to unexpected conflicts with both the Chair and Vice-Chair not being able to attend the meeting; therefore, Cynthia facilitated the meeting. Other Advisory Committee members present were Dean Moyer, Jodi Hartmann, Debra Lewis-DeMille and Cheryl Powell. A quorum was present.

2. Cynthia introduced Elizabeth Relford, Deputy Public Works Director and new CDBG Program Manager replacing Don Sandoval who recently retired. Elizabeth provided some background information about herself and introduced Curtis Hall, Public Works Director. Introductions were made around the room.

3. The minutes of the November 2, 2022, meeting was reviewed and approved with Committee Member Hartmann making the motion to approve and seconded by Committee Member Lewis-DeMille. The motion passed unanimously.

4. Cynthia provided an update on the current grant projects and the 2023 applications. The existing grant projects include:

  • Firestone VIA Transit Program is currently underway. Performance period to end July 30, 2023.
  • Idaho Street Project is completed and will begin project monitoring.
  • Keenesburg accessible sidewalks project is being discussed at the attorney level because Keenesburg’s Attorney has asked for changes to the sub-recipient template.
  • Firestone Rehab Housing Project. The sub-recipient agreement was approved by the Firestone Town Board on December 14th and will now be submitted to the Board of County Commissioners for their review on January 9th.

Cynthia moved on to discuss round 3 of CDBG applications. We have received 7 applications for 2023 and an additional 2 applications for the remaining 2022 funds.

Applications for 2023 include:

  • 60+Ride is applying for transportation services
  • Milliken Sidewalk Gap Project (2022 & 2023)
  • Eaton ADA Ramp Project
  • Firestone Old Town ADA Ramp Project
  • Town of Pierce Senior Center Improvements
  • Frederick Brigit Village Project
  • Wee Care, Inc. Boost (For Profit)

Cynthia presented three 2022 applications:

  • #22-10 Weld County/60+Ride Operational Transportation Services - $68,775
  • #22-11 Dacono Glen Dale Water Line Replacement - $310,000
  • #22-12 Milliken Sidewalk Gap Project - $277,626
  • #22-13 Wee Care Boost (For Profit) - $309,758

The Advisory Committee members discussed the 2022 applications.

The 60+Ride Transportation Services project is moving forward and there are no current concerns with this application.

The Committee then discussed the Wee Care application and asked Cynthia to contact Wee Care

and explain how they have other options for their program, which includes reaching out to

United Way who Weld County subcontracts with to assist with these types of services. At this

time, this for-profit company does not have a local government agency to act as their applicant

for this application.

Additional low-moderate income (LMI) information is needed to be confirmed prior to

consideration of the Milliken sidewalk gap project. Cynthia and Elizabeth will be setting up a

meeting to meet with Milliken to discuss what information is needed for the application.

The Dacono waterline project appears to be shovel ready and meets all of the CDBG criteria for

funding.

The Advisory Committee Member Moyer made a motion to approve the remaining 2022 funding

to be applied to the Dacono waterline project and it was seconded by Member Powell. The

motion was unanimously approved.

Committee Member Hartmann made a request for future meetings to include a spreadsheet

with information on existing and proposed applications by funding cycle. Staff will work on

putting this together for future meetings.

5. Election of Committee Chair – Vice-Chair. The Committee agreed to move this agenda item to

the February meeting when everyone is in attendance for consideration.

6. Agenda item #6 was addressed in agenda item #4.

7. Other Business included the Committee discussing how to handle the remaining 2022

contingency funds identified in the plan. The recommendation to staff was to see if HUD will

allow the County to incorporate the contingency dollars into the Public Infrastructure portion of

the plan. It is uncertain if this request will require a plan amendment that includes notification,

so staff will set up a meeting with HUD and try to have this information for next month’s

meeting.

The CDBG Advisory Committee meeting adjourned at 4:12 p.m.

The next meeting is scheduled for February 1, 2023, at 3:00 p.m. at the Public Works main conference room at 1111 H Street, Greeley, 80631.
