Weld County Public Works (1111 H Street, Greeley, CO 80631)

1. Call to Order: Nicholas Wharton, Vice-Chair, called the meeting to order at 3:04 pm. Other Advisory Committee members present were Dean Moyer, Debra Lewis-DeMille, Janet Meisel-Burns and Cheryl Powell. A quorum was present.

2. The minutes of the January 4, 2023, meeting was reviewed and approved with Committee Member Powell making the motion to approve and seconded by Committee Member Moyer. The motion passed unanimously.

3. Nicholas Wharton was nominated for Committee Chair and Dean Moyer for Vice-Chair. Committee Member Powell made a motion to approve this slate of officers for with Committee Member Lewis-DeMille seconding. The motion passed unanimously.

4. Cynthia provided an update on the current grant projects and presented the Committee with a spreadsheet for tracking progress on the current grant projects to include:

  • #21-2 Firestone VIA Transit Program is currently underway. Contract period to end July 30, 2023.
  • #21-2 Idaho Street Project is completed and is awaiting close out and monitoring.
  • #22-4 Hudson Walking Path Project. A subrecipient agreement has been drafted. Tentative project start date is March 2023 and contract end date December 31, 2024.
  • #22-7 Keenesburg’s Accessible Sidewalks Project. A subrecipient agreement for has been drafted. Tentative project start date April is 2023 and contract end date November 30, 2023.
  • #22-8 Firestone Rehab Housing Project. A programmatic agreement to streamline the environmental review of this project was approved by the Firestone Town Board and the Board of County Commissioners. The agreement has been sent to the Colorado State Historic Preservation Officer for their approval. Once the environmental review is complete, the project may begin and the contract period will end twelve months after start date.
  • #22-10 WC Operational Transportation Services/60+Ride Program is awaiting the delivery of a handicapped accessible van to begin service. Contract end date is June 2, 2023.

5. Cynthia moved on to discuss 2022 Round 2 grant applications. The BOCC approved the award of the remainder of the 2022 grant funds in the amount of $241,225 to the Dacono Glen Dale Ave. Waterline Replacement Project in a work session held January 30, 2023. Tentative start date of the project is Spring 2023 with bid docs going out with construction to begin Summer 2024 and a contract end date of December 31, 2023.

6. Elizabeth introduced the following 2023 grant applications.

• WC Operational Transportation Services/60+Ride Program

• Dacono Glen Heather St. Reconstruction

• Milliken ADA Ramp Project

• Eaton Non-Conforming ADA Ramp Replacement Project

• Pierce Senior Center Improvements

• Frederick Brigit Village Project

• Firestone Old Town ADA Ramp Project

• Wee Care BOOST Program

The Wee Care application was forwarded to Weld County Health and Human Services for funding recommendations. The remaining proposed grant projects will be presented to the Advisory Committee at their March 1, 2023 meeting. Grant applicants/sponsors will have 15 minutes to present their application – ten minutes for the presentation followed by a five-minute question and answer period. A synopsis of each project will be sent to Committee members prior to the March 1st meeting for their reference when hearing the presentations. The Committee will discuss the proposed projects at their April 5, 2023 meeting and formulate award recommendations for consideration by the BOCC.

7. Other Business included a discussion of a letter the Weld County CDBG Program received from HUD regarding their assessment of the program for the 2021 program year. The letter affirmed the Program’s continuing capacity to administer grant funds but questioned goal outcomes and national objectives selected for one of the activities. CDBG staff plans to write HUD a letter of comment on these issues will report back to the Committee on the response received.

Weld County will be required to requalify as an Urban County in 2024. Weld County became an Entitlement community in 2020. Entitlement communities must requalify every three years. The County has Intergovernmental Agreements with municipalities within the County for their participation is its entitlement program. These agreements are effective from July 1, 2020 through June 30, 2023 and are set to automatically renew every three years. HUD asks that Weld County reach out to these municipalities to reaffirm their participation in the program.

The CDBG Advisory Committee meeting adjourned at 3:41 p.m.
