Weld County CDBG Advisory Committee Minutes

Weld County Public Works (1111 H Street, Greeley, CO 80631)

1. Call to Order: Nicholas Wharton, Chair, called the meeting to order at 3:18 pm. Other Advisory Committee members present were Dean Moyer, Cheryl Powell, Jodi Hartmann, AJ Krieger and Janet Meisel-Burns. and Deb Lewis-DeMille was in the meeting but couldn’t reconnect due to technical difficulties. A quorum was present.

2. Chair Wharton asked for review of the March 1, 2023, minutes and if there are any amendments. Committee Member Burns motioned for the minutes to be amended to reflect her participation on the list of members present for the March meeting. Committee Member Powel seconded the motion made to approve the minutes as amended with the Committee unanimously approving.

3. Ms. Martin provided an update on the current grant projects spreadsheet which was attached to the meeting invite. Cynthia went down the list with specific project updates and told the committee that the Idaho Street Project monitoring has been completed and will be the first official project to come off the list for the next meeting.

4. Ms. Martin updated the Committee that we have received the official letter from the HUD Office of Community Planning & Development (CPD) formula programs identifying Weld County’s FY23 grant allocation in the amount of $1,177,685. Weld County uses 20% for Administration costs, therefore the available 2023 funding to allocation will be in the amount of $942,148 along with the unexpended $38,456 funds for a total of $980,604.

5. The Committee reviewed staff’s grant award recommendations. The Committee discussed the rationale for these recommendations and as a result is recommending five of the seven projects be funded now and the remaining two projects be waitlisted until the Committee’s June meeting. The Committee is recommending the BOCC award $691,000 of the CDBG funding as follows:

• WC Operational Transportation Services/60+Ride Program - $112,000

• Dacono Glen Heather St. Reconstruction - Waitlist

• Milliken ADA Ramp Project - $154,000

• Eaton Non-Conforming ADA Ramp Replacement Project - $155,000

• Pierce Senior Center Improvements - $120,000

• Frederick Brigit Village Project - Waitlist

• Firestone Old Town ADA Ramp Project - $150,000

This would leave a balance of $29,604 of 2023 CDBG funding, afterward the Committee decides which project to award the $260,000 to.

Committee Member Moyer recommended approval of staff’s grant award recommendations. The motion was seconded by Committee Member Burns for discussion. Since Brigit’s Village CHFA funding will not be known until the end of May, the Committee discussed waitlisting this project because if they do not receive funding then the Committee wants to discuss awarding

the remaining $260,000 CDBG funding to the Dacono project. Therefore, Committee Member Krieger asked if Committee Member Moyer would consider a friendly amendment to waitlist both projects? Mr. Moyer agreed to amend his original motion to award the Weld County, Milliken, Eaton, Pierce and Firestone projects and waitlist the Frederick and Dacono projects until June. Ms. Burns seconded the motion. The Committee unanimously approved the motion.

Staff will take this recommendation to the Commissioners for their consideration.

6. Other Business – The Committee would like staff to draft a waitlist policy to their consideration at the May meeting. They would like to see a policy addressing funds not allocated to a project within the same funding year, or if allocated funds are returned to the program because a project couldn’t be completed, or there was project savings, then the Committee has the discretion to either reprogram to an existing project, award a new project, or rollover the funding to the next calendar year.

The CDBG Advisory Committee meeting adjourned at 4:40 p.m.
