Weld County Planning Department (1402 N. 17th Avenue, Greeley CO 80631)
1. Call to Order: Chair Wharton called the meeting to order at 3:06 pm. Other Committee members present were A.J. Krieger, Jodi Hartmann, Janet Meisel-Burns, Debbie Lewis-DeMille and Dean Moyer. A quorum was present. 2. Chair Wharton asked for review of the March 6, 2024 minutes and if there are any amendments. Seeing none, Committee Member Meisel-Burns made a motion to approve the minutes as presented and was seconded by Committee Member Krieger. The motion passed 6-0. 3. Ms. Martin presented the reports for the current projects. Staff went over the project list and provided a status update. 4. Weld County has yet to receive their 2024 grant allocation letter from HUD. This letter is expected mid-May. Each year, HUD requires the Weld County CDBG Program to submit an Annual Action Plan laying out which projects will be funded with 2024 funds. This plan is due 60 days after the date allocations are announced making it likely due sometime in July. To keep the program moving forward, staff proposed the Committee prepare recommendations for grant awards to the BOCC at this meeting using the 2023 allocation amount as a basis. 5. Staff presented their 2024 grant award recommendations to the Committee. Weld County received six applications. Staff recommended awarding funding to all six of the proposed grant projects in varying amounts. After discussion, the Advisory Committee decided to recommend grant awards to five of the six proposed projects and to waitlist one project plus one phase of another project until the actual amount of 2024 CDBG funding was known. The Committee is recommending the BOCC award $747,000 of the CDBG funding as follows: • Ault Infrastructure Improvement Project - $240,000 • Firestone Day of Service Program - $50,000 • Eaton Non-Conforming ADA Ramp Replacement Project Phase II - $180,000; Phase III waitlist • Erie Home Rehabilitation Program - Waitlist • Evans ADA Ramp Project - $180,000 • Platteville Park Playground ADA Enhancements - $96,000 This would leave an estimated balance of $195,148 of 2024 CDBG funding to yet be awarded. Committee Member Wharton made a motion to this effect. The motion was seconded by Committee Member Meisel-Burns. The Committee unanimously approved the motion. Staff will take this recommendation to the Commissioners for their consideration. 6. Other Business – No additional business was discussed. The CDBG Advisory Committee meeting adjourned at 4:00 p.m. The next meeting is scheduled for May 1, 2024, at 3:00 p.m. at the Department of Planning Services, Conference room A, 1402 North 17th Avenue, Greeley, CO 80631
